In Summary:

Orange County is gathering public input to help shape its next five-year Consolidated Plan for housing and community development. Required by the U.S. Department of Housing and Urban Development, the plan guides funding from three federal programs supporting affordable housing, homelessness services, public facilities, infrastructure, and other priorities. Residents, nonprofits, housing providers, and other community partners can complete a survey and offer feedback through Engage Orange.

Orange County invites residents and community partners to help identify housing and community development priorities for the next five years as the County creates its next Consolidated Plan. Orange County wants to hear from residents, nonprofit organizations, housing providers and developers, public service providers, neighborhood groups, local governments and other community partners about needs, gaps in services and emerging challenges.

The plan will help guide how Orange County uses federal funding to address needs related to affordable housing, homelessness, public services, public facilities and infrastructure, fair housing, and other community priorities.

Residents can use the County’s community engagement platform, Engage Orange, to complete the community needs assessment survey, ask questions, share ideas, provide feedback, and subscribe for updates about additional opportunities to participate.

The Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) and guides the use of funding from three federal programs: the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).
