The Apopka Planning Commission will consider plans for 557 single-family homes, two industrial proposals, and a Land Development Code workshop during its meeting Tuesday evening.

The commission will meet at 5:30 pm Tuesday, September 22, in the Apopka City Hall Commission Chambers. The meeting will also be livestreamed on the City of Apopka’s YouTube channel.

The largest project on the agenda is the first phase of Paulucci Acres Pods 1AB and 4, a proposed 502-home development at the southeast corner of West Ponkan Road and Vick Road.

Paulucci Acres LLC is listed as the property owner, and Luke Classon is the applicant. The major development plan proposes a density of 3.5 homes per acre.

Commissioners will also consider two related requests for Saddlebrook Meadows, a proposed 55-home development at 3585 and 3603 Golden Gem Road.

The first request is a rezoning and KPI master plan under Ordinance No. 3156. The second is a major development plan for the same property.

The proposal would allow a maximum density of five homes per acre. Christopher Crosby Johnson, Albert McKimmie and Susan Incatasciato are listed as the property owners, with engineer Geoff Summitt serving as the applicant.

Two industrial matters are also scheduled for public hearings.

The Hogshead Industrial SPX proposal involves property at 4212 Hogshead Road owned by Hogshead Investment Partnership Ltd. The agenda identifies Han Vaknin as the applicant but does not provide additional details about the proposed use or the size of the property.

Carolina Textiles is seeking a special exception to use a vacant 6.61-acre property at 300 S. Bradshaw Road for outdoor storage and overnight parking of commercial vehicles.

The property has an industrial future land-use designation and is zoned light industrial. Outdoor storage would serve as the principal use of the property if the special exception is approved.

All five development matters are identified as quasi-judicial proceedings, meaning the commission will consider testimony and evidence presented during the hearings.

The commission will conclude its scheduled business with a Land Development Code workshop. The agenda does not specify which portions of the code will be discussed.

Residents wishing to speak about one of the public-hearing items must complete a white intent-to-speak form before the meeting begins. Speakers addressing other city-related matters during the general public-comment period must complete a green form.

Speakers will generally receive four minutes, although the chair may reduce the time to two minutes if many residents sign up. Groups addressing the same issue may select a spokesperson who could receive up to six minutes.

Key Points:

  • Paulucci Acres proposes 502 single-family homes near West Ponkan and Vick roads.
  • Saddlebrook Meadows proposes 55 homes on Golden Gem Road.
  • Saddlebrook Meadows requires consideration of both a rezoning and a major development plan.
  • Carolina Textiles is requesting overnight commercial-vehicle parking on 6.61 acres.
  • The commission will hold a Land Development Code workshop after the development items.

Paulucci Acres is a terrible project that will destroy one of the last major wildlife corridors left in Apopka. My parents were friends with Jeno and Everette Huskey who told them to buy the lot we live on because it backs up to the piece of property that Jeno intended to keep undeveloped. That is part of the land they want to destroy and turn into ugly boxes packed like sardines in a can. Every day since 2004, we have looked out over that beautiful land at the various wildlife that calls it home. I have a baby Gopher Tortoise that has a burrow from my side of the fence to the other. I see him and many adult tortoises munching grass all the time. "Paulucci Acres" will destroy the homes of Gopher Tortoises, owls, hawks, rabbits, foxes, wild turkeys and myriad other species just so they can make more money. It is sickening.
