The commission’s Oct. 21 schedule begins with a 5 p.m. discussion session on attorney representation options and impact fees and credits. The regular meeting follows at 6 p.m., with public hearings on Saddlebrook Meadows and three annexation ordinances, along with proposed utility agreements and purchasing contracts.

Both meetings will take place in the City Hall Commission Chambers and will be livestreamed on the city’s YouTube channel.

Legal representation and impact fees open the evening

The early agenda reserves 30 minutes for commission discussion of attorney representation options and impact fees and credits. It does not identify a specific legal services proposal, proposed fee schedule or credit arrangement.

Another 30 minutes is set aside for public comment before adjournment. The agenda lists no action items for the discussion session.

It also identifies six subjects for future workshop discussions: a public safety building, Camp Wewa, the comprehensive plan, database software for commission votes, utility infrastructure and planning, and a brownfields presentation by the East Central Florida Regional Planning Council.

Those subjects appear under future workshop discussions, rather than as the two designated topics for Wednesday’s commission discussion. The utility planning topic encompasses water, wastewater and reuse.

Saddlebrook Meadows returns for second reading

The regular meeting’s public hearings begin with Ordinance 3156, a second-reading, quasi-judicial item involving rezoning, a KPI master plan and a major development plan for Saddlebrook Meadows.

The proposal calls for 55 single-family homes at 3585 and 3603 Golden Gem Road. The agenda lists a maximum density of five dwelling units per acre.

Christopher Crosby Johnson, Albert McKimmie and Susan Incatasciato are listed as the property owners, with engineer Geoff Summitt as the applicant. Bobby Howell is the city’s project manager.

The hearing will provide an opportunity for residents to address the proposal before the commission considers the ordinance. The agenda does not provide additional details about the development’s layout, infrastructure requirements or proposed conditions.

Three annexation ordinances on the agenda

Commissioners will also consider second readings of three annexation ordinances involving two properties and a roadway. The requests cover land near Kelly Park Road, an industrial property on Clarcona Road and Southfork Drive.

Ordinance 3174 concerns the approximately 5.4-acre Cathy Property at the northeast corner of Kelly Park Road and Effie Road. The agenda describes the property as vacant, with a county rural future land-use designation and county A-1, or Citrus Rural, zoning.

Ordinance 3177 would annex approximately 1.59 acres at 2525 Clarcona Road. Owned by Karuna Buildings LLC, the property contains an industrial warehouse and has county industrial zoning and a county rural future land-use designation.

Ordinance 3180 concerns the annexation of Southfork Drive from State Road 429 to its western terminus. Public Works Director Vladimir Simonovski is scheduled to present that item.

Utility agreements and purchasing contracts

The consent agenda includes a request to authorize Mayor Nick Nesta to execute an amendment to a Florida Department of Environmental Protection grant agreement for the city’s Performance Phosphorous Removal Demonstration project.

A separate item seeks authorization for the mayor to execute a Clean Water State Revolving Fund planning, design and construction loan agreement. The agenda does not state the loan amount or describe the scope of the work covered by that agreement.

Commissioners will also consider authorizing a group of piggyback purchasing contracts covering utility supplies, infrastructure repairs, generator maintenance, sewer and storm-drain lining, equipment and computer technology.

The listed vendors include Core and Main, RMS Constructors Group, Ferguson Waterworks, GenServe, Nu-Pipe, vendors awarded contracts through the Florida Sheriffs Association, Sewer Equipment Co. of America and Panasonic Connect North America.

Other regular-meeting items include approval of the Oct. 7 meeting minutes and proclamations recognizing Orange Lodge No. 36 and Florida City Week 2026. An informational financial item covers the first 11 months of fiscal year 2025-26, ending Aug. 31.

How residents can participate

Residents wishing to speak during the regular meeting’s general public comment period should submit a green Intent to Speak Form to the city clerk before the meeting begins. That period is for city-related matters that do not require a public hearing.

For the development and annexation hearings, residents should submit a white Intent to Speak Form and speak when the mayor opens public comment on the applicable item. The agenda provides four minutes per speaker, although general public comment time may be reduced to two minutes per person if a large number of speakers sign up.

The meetings can also be watched through the City of Apopka’s YouTube channel. The discussion session begins at 5 p.m. Wednesday, followed by the regular meeting at 6 p.m.
