The consent agenda is often one of the least discussed portions of an Apopka City Commission meeting, typically consisting of routine contracts, administrative approvals, and procedural items that are approved together with a single vote.
Related: William Gusler, Chairman of the Apopka Planning Commission, abruptly resigns.
In recent meetings, however, two consent agenda items have carried broader community interest. At the commission's June 3 meeting, a proposal to dispose of the training sand trailer involved in the 2022 death of firefighter Austin Duran was listed on the consent agenda before being pulled for discussion. This week, commissioners are being asked to approve a contract for a South Apopka annexation feasibility study, an item that could become part of a larger conversation about the city's future growth and boundaries.
While Wednesday's meeting includes several policy and public hearing items, the proposed study stands out as one of the more notable items on the consent agenda, alongside contracts related to wastewater infrastructure, utility services, and public safety equipment.
The June 17 City Commission agenda covers a wide range of issues, from infrastructure planning and utility operations to code enforcement and annexation.
Among the items is a proposed contract award to The Corradino Group for consultant services related to a South Apopka Annexation Feasibility Study. While the agenda packet provides limited detail about the study itself, the item signals the city's interest in examining potential future annexation opportunities and their implications.
Commissioners are also scheduled to consider a negotiated contract with Tetra Tech for design services associated with the expansion of the city's Water Reclamation Facility East Plant. The project represents another step in the city's ongoing efforts to ensure utility infrastructure can accommodate future growth and service demands.
Additional consent agenda items include authorization for the temporary use and demonstration of a mobile surveillance trailer for evaluation by the Apopka Police Department, several piggyback contracts for construction and utility-related services, and approval of the city's May disbursement report and budget-to-actual report.
The commission will also consider a request to approve road closures for the city's Juneteenth Parade scheduled for June 20. According to the event application, organizers expect approximately 500 attendees for a community festival and parade that begins near the VFW and ends at Alonzo Williams Park.
Under the business portion of the agenda, Finance Director Blanche Sherman will present proposed revisions to the city's procurement policy. Sherman is also scheduled to present a proposed Utility Estimated Billing Policy, an issue that has drawn attention in recent years as the City has worked to reduce reliance on estimated utility bills and improve billing accuracy.
Interim City Administrator Radley Williams is expected to present a proposed update to the City Commission's regular meeting schedule.
Mayor Nick Nesta will open the meeting with two proclamations recognizing Code Enforcement Appreciation Week and Juneteenth.
The commission will also hold second readings on two ordinances previously approved on first reading earlier this month.
The first would amend portions of the city's International Property Maintenance Code and fee schedule associated with code enforcement violations. The second involves the annexation of approximately 1.16 acres east of Effie Drive and north of Kelly Park Road for future commercial development.
The agenda also includes consideration of a budget amendment resolution and an agreement associated with a Florida Department of Transportation project.
The Apopka City Commission meeting begins at 7 pm Wednesday in the City Hall Commission Chambers and will be livestreamed on the City's YouTube channel.
