As he prepares to return to the Apopka City Commission after nearly a decade, Commissioner-elect Sam Ruth says the city’s next year should be defined by a simple goal: catching up.

“I will support the new mayor’s agenda while helping our city catch up on the last decade and move forward together,” Ruth said.

Ruth, who previously served from 2014 to 2016, ran on what he described during the campaign as an infrastructure-first approach—arguing that Apopka’s growth has outpaced the systems meant to support it. Now, following months of conversations with residents, he said the concerns he heard were consistent.

“One message is clear: residents want better communication, stronger accountability, and a clear path forward,” he said. “My priorities are driven by people and common sense, not politics.”

At the center of Ruth’s priorities is a push to improve coordination between the city and Orange County, particularly in enclaves where jurisdictional overlap can create confusion and inconsistent services.

“County enclaves surrounded by the city create confusion, delays, and inconsistent utility and public safety services,” he said. “We must work with the county to reduce duplication and ensure reliable service for all residents.”

Ruth also called for changes in how the city communicates with the public, emphasizing transparency in both decisions and process.

“Residents deserve clear, accessible information on decisions that impact their lives,” he said. “City processes should be easy to understand and open to everyone—and stop the blame game.”

Growth remains a central issue in his platform, but Ruth said it must be approached differently moving forward.

“Growth must match infrastructure, protect neighborhoods, and serve long-term community interests, not short-term gains,” he said.

He added that managing the impact of future development will require more deliberate planning.

“Apopka needs to reduce the density of future development to reduce the impact on our citizens and county residents and to reduce infrastructure demands,” Ruth said. “We must also address flooding, improve roads and traffic flow, and ensure reliable water systems. These are everyday quality-of-life issues.”

Beyond infrastructure, Ruth said that giving residents a voice will be key, particularly by providing them with a platform to participate.

“I will help expand public engagement and make boards and committees more accessible and representative,” he said.

He also emphasized accountability at the leadership level.

“Results matter,” Ruth said. “Leadership must be transparent, responsive, and focused on delivering for all residents.”

As Apopka continues to grow, Ruth said maintaining the city’s identity should remain a priority alongside development.

“As we grow, we must protect Apopka’s character, support families, and create opportunities for future generations,” he said.

Ultimately, Ruth framed his priorities as part of a broader, community-driven effort.

“This is about all of us,” he said. “With the right leadership and community involvement, we can build a stronger Apopka for the future.”
