Ridge Phase 3 apartments, Floridian Town Center hotel among projects headed to Apopka City Commission

Commissioners will consider three major development plans, two land-use changes, and new rules for settling code-enforcement liens

The Apopka City Commission will consider major development plans for a 363-unit apartment complex, a 137-room hotel and a new 168,180-square-foot building when it meets Wednesday, August 5.

The meeting begins at 1:30 pm in the Apopka City Hall Commission Chambers.

One of the most closely watched items is The Ridge Phase 3, a proposed multifamily development on approximately 13.23 acres at the southeast corner of Binion Road and Boy Scout Road.

Apopka Centerline Development LLC is seeking approval of a major development plan for 363 apartments on the vacant property. The site has a mixed-use future land-use designation and Planned Development zoning.

Because the matter is classified as quasi-judicial, commissioners will consider testimony and evidence presented during the hearing before voting.

Commissioners will also consider a revised major development plan for Cold Link Apopka at 2560 W. Orange Blossom Trail. The proposal calls for a new 168,180-square-foot building.

A third major development plan involves a proposed 137-room hotel on a 2.91-acre vacant property within the Floridian Town Center Planned Development. Florence Hotel Company LLC and Apopka Acquisition Company LLC are listed as the property owners.

The commission will also hold first readings on related land-use and zoning requests for two other properties.

An applicant is seeking to change the future land-use designation and zoning of approximately 5.12 acres at 4410 and 4420 Chandler Road. The property is currently designated for very-low-density suburban residential development and zoned RSF-1A.

The requested changes would designate the property for office use and rezone it to the city’s Office classification. The proposed use is a child care facility.

On East Keene Road, HCH Development LLC is requesting changes that would allow warehouse storage, including enclosed vehicle storage, on approximately 5.23 acres of vacant land.

The property is currently designated commercial and zoned Community Commercial. The applicant is seeking an industrial future land-use designation and Light Industrial zoning.

Another ordinance scheduled for a final vote would add an “opt out” clause to the city’s General Employees Pension Trust.

Commissioners will also consider a resolution establishing administrative settlement guidelines for fines associated with code-enforcement liens. The consent agenda contains a separate proposed code-enforcement settlement for property at 608 O’Shea Court.

Other business includes a discussion of City Commission rules and its order of business, led by Mayor Nick Nesta, and the selection of Apopka’s voting delegate for the Florida League of Cities Annual Conference.

The consent agenda includes citywide roofing repair and replacement contracts, agreements for temporary staffing and equipment, a criminal-justice computer services agreement with the Seminole County Sheriff’s Office and participation in the federal High Intensity Drug Trafficking Areas program.

Commissioners will also be asked to authorize three temporary right-of-entry and hold-harmless agreements connected to the State Road 429 and Binion Road half-interchange project.

The city’s budget-to-actual report for the nine months ending June 30 is included as an information item.

A public-comment period will be held near the beginning of the meeting. The meeting will also be streamed on the City of Apopka’s YouTube channel.
