Orange County launches Small Business Enterprise Program with webinars to expand local opportunities

New initiative offers guidance and resources to help small businesses compete for county contracts

Orange County has officially approved a new Small Business Enterprise (SBE) Program aimed at expanding opportunities for local entrepreneurs. The initiative is designed to encourage small businesses to participate in the procurement of goods and services for the county, increasing their access to contracts and strengthening the local economy.

To introduce the program, Orange County will host a series of virtual webinars beginning July 18, 2025, and continuing through August 1, 2025. These sessions are each one hour long and will be offered at a variety of times throughout the two‑week period. In total, there are 21 webinars available, giving business owners flexibility to choose the session that best fits their schedules.

The webinars are open to all small business owners and designed to explain the details of the new program, outline how to qualify as a Small Business Enterprise, and provide guidance on how to participate in county procurement processes. Each session will also include time for questions and opportunities for participants to provide feedback that will help refine the program going forward.

County officials have emphasized that the SBE Program represents a significant step toward increasing diversity and inclusion in county contracting, while also fostering growth among smaller companies that may not have participated in past opportunities. By joining one of the webinars, small business owners can learn how to become certified, discover upcoming bidding opportunities, and connect with county representatives who oversee procurement.

Local entrepreneurs are encouraged to take part in one of these sessions to learn how they can benefit from the new program and play a larger role in serving their community.
