Chief Judge Lisa Munyon of the Ninth Judicial Circuit appointed Boudoin clerk ad interim through an administrative order intended to maintain continuity within the Clerk’s Office. Munyon administered the oath of office to Boudoin at 5:01 pm Monday, August 31, Moore Russell’s final day in office.

Boudoin will serve until Gov. Ron DeSantis appoints a replacement or voters choose a new clerk through a special election held in conjunction with the November 3 general election. The special-election winner will serve the remainder of the term vacated by Moore Russell.

In that election, Roberta Walton-Johnson won the Democratic primary. Johnson received 43,551 (52.96%) votes, defeating Rick Singh, who received 23,596 (28.69%). Johnson is an attorney and general counsel for the Clerk of Courts. She will face Terrell Thomas, a no-party-affiliation candidate and former Clerk of Courts staff member, in the November general election.

The transition comes as Moore Russell prepares for a countywide mayoral runoff against Chris Messina. The two candidates emerged from a four-person field after neither received the majority required to win the nonpartisan contest outright.

Moore Russell led the mayoral field with 32% of the vote, followed by Messina with 28%. Stephanie Murphy and Maria Uribe finished outside the top two and did not advance.

The November 3 runoff will determine who succeeds term-limited Orange County Mayor Jerry Demings.

Boudoin brings 18 years of experience within the Orange County Clerk of Courts organization to the interim position. She has served as chief administrative officer since 2022.

Before becoming CAO, Boudoin held several positions of increasing responsibility, including director of the Project Management Office, director of Court Operations, and assistant administrator.

As chief administrative officer, Boudoin has provided leadership and oversight across the office’s administrative and operational functions. Her experience includes business operations, organizational leadership, and process management in both the public and private sectors.

During the transition, Boudoin will oversee an office responsible for maintaining court records, processing legal filings, collecting and distributing court-related payments and providing services to the courts and the public.

Her appointment allows those operations to continue while the vacancy-filling process moves forward.
