Developer sought extra time to resolve a room-cap conflict, while the Development Review Committee continued work on new subdivisions, stormwater issues, emergency access requirements, and the return of a city holiday event

As Apopka continues its rapid transformation into one of Central Florida’s fastest-growing communities, the city’s Development Review Committee (DRC) remains a central checkpoint in shaping how that growth unfolds. Before any subdivision, rezoning, or major development can reach the Planning Commission or City Council, it must first clear the DRC — a multi-department group that evaluates safety, engineering, infrastructure, zoning, environmental impacts, traffic circulation, and overall compliance with city codes.

The DRC’s role is largely technical: ensuring that each proposal meets fire-access standards, stormwater requirements, zoning consistency, public works specifications, and building regulations. By resolving these issues early, the committee helps prevent costly delays later, reduces conflicts during public hearings, and protects the long-term safety and functionality of new neighborhoods.

This week’s meeting offered a snapshot of Apopka’s active development landscape, reviewing everything from holiday events to major subdivision plans and hotel projects.

12Ks of Christmas set to return December 20

The meeting opened with an update on Reyes Fitness Professionals’ 12Ks of Christmas, scheduled for December 20 at Northwest Recreation. The event will feature a 12K run/walk along the complex trail system and is expected to draw about 50 participants. All departments indicated they had no issues with the logistics, and the event is cleared to proceed.

Lester Road Subdivision proposes seven new homes

A proposal to rezone the property at 550 Lester Road from transitional to RSF-1B zoning would allow the development of seven (7) single-family homes. The future land-use designation remains Residential Low Suburban, and a required community meeting has already been completed. No departmental concerns were raised, allowing the project to advance to future hearings.

Ondich North planned development agreement moves toward City Council review

The committee reviewed the planned development agreement for the 196-acre Ondich North project, annexed into the city earlier this year. The development is designed with a low-density, cluster-style layout that aligns with the city’s one-unit-per-acre limit in that area. The agreement is scheduled to go before the City Council on December 17, alongside a related rezoning request.

Saddlebrook Meadows subdivision highlights challenges on Golden Gem Road

One of the most detailed discussions centered on the 55-lot Saddlebrook Meadows subdivision south of Park View Preserve. Located within the rapidly changing Kelly Park form-based code area, the project illustrates the complexities of developing along the Golden Gem corridor — a roadway shared between city and county responsibilities, and further constrained by Duke Energy easements.

The primary concern was providing the required secondary emergency access for developments with more than 50 homes. Because of limited frontage and utility easements, the applicant cannot create two traditional access points on Golden Gem Road. The committee explored alternatives such as:

  • routing an emergency connection through an adjacent open-space tract,
  • using reinforced geogrid systems to create a drivable but unobtrusive surface, or
  • upgrading an existing pedestrian path to support emergency vehicles.

Additional stormwater, utility, and right-of-way issues will be addressed in future submittals. The project remains under active review as the applicant coordinates with both the city and Orange County.

Floridian Town Center Hotel postponed due to room-cap conflict

The developer for the Floridian Town Center Hotel requested a continuance to December 3 after discovering that the project’s proposed 138 rooms exceeded the 120-room cap in the current development agreement. Staff expects the applicant to revise the agreement or adjust the plan before further review.

Lisa Lane Subdivision seeks approval for cul-de-sac layout

The proposed Lisa Lane Subdivision — an 11-lot development on roughly three acres — prompted discussion about the city’s standards for cul-de-sacs. While not prohibited, cul-de-sacs must be justified as unavoidable based on physical site constraints. The applicant argued that natural grading, stormwater pond placement, and tree preservation requirements limit alternatives to a looped road. Public Works will conduct a site visit with the engineering team before the next submittal.

Next meeting scheduled for December 3

With no cases scheduled during Thanksgiving week, the DRC will reconvene on December 3.
