Florida Lawmakers Push Pro‑Crypto Agenda Before House Vote

Several bills that would make Florida the most crypto-friendly state in the US have been brought forward. With support from Republican leaders and pressure from the cryptocurrency industry, the Florida House is pushing a set of proposals aimed at attracting blockchain investments. The main talking point is the possibility of a bill that would allow state funds, including retirement investments, to be allocated to Bitcoin.

New pro-crypto bills

Many pieces of legislation are moving through the Florida House with the goal of creating a more supportive structure for digital assets. Among them is the GENIUS Act, which proposes to allow certain cryptocurrencies to be backed by assets like the US dollar. The GENIUS Act has been positioned as a model for other states looking to balance financial security with economic opportunity.

As the state pushes ahead with its pro-crypto agenda, more Floridians and businesses are on the lookout for digital assets that form part of their daily transactions. This has also led to more people demanding crypto wallet software that allows them to securely store, send, and receive digital currencies. With lawmakers working to create a welcoming environment, Florida is becoming a hotspot for both blockchain startups and everyday crypto users.

Proposals with big implications

House Bill 487, which was introduced in 2025, is another bill drawing national attention. This proposal would give Florida’s Chief Financial Officer the authority to invest state reserves and retirement funds in Bitcoin. The bill has specific rules about holding requirements and investment limits in an effort to manage risk while supporting Bitcoin as a long-term asset.

House Bill 273, which was signed into law in 2022, laid the foundation for the state’s current stance on cryptocurrency. It defines “virtual currency” and removes many of the state-level restrictions on its use. The aim is to make it easier for people and businesses to operate in the crypto space freely. Florida also maintains a Financial Technology Sandbox, which allows fintech and blockchain startups to test their products under limited regulation, which obviously got praises from industry giants.

Longest vote delay in House history

Although there was strong momentum, the path to passing the bills has not been without challenges. The Florida House recently experienced the longest open vote in its history while trying to advance the crypto legislation. Much of the delay stemmed from disagreements within the Republican Party. 

Senior leaders, including House Speaker Mike Johnson and former President Donald Trump, reportedly stepped in to encourage holdout GOP members to support the bills. The move could be part of a party strategy to include crypto policy in broader political goals heading into the next election cycle.

Debate over CBDCs divides Republicans

A major point of tension arose when the potential for a US government-issued Central Bank Digital Currency (CBDC) came up. Members of the House Freedom Caucus pushed back against the crypto bills, demanding that an explicit ban on CBDCs be added. Their concern was mainly based on privacy and fears of government overreach.

Some pro-crypto lawmakers supported these concerns, stating that any true effort to support digital asset freedom must also include protections from surveillance and centralized financial control. An agreement involving Trump and key GOP dissenters allowed the vote to follow through, even though the final version of the legislation may still include changes to address CBDC concerns.

Florida may set the standard for new crypto policy

The state’s focus on market structure, innovation, and resistance to CBDCs mirrors the efforts of other Republican-led legislatures. But while states like Wyoming and South Dakota have faced setbacks in passing similar measures, Florida’s progress could set a national example. If passed, these bills could help establish a clearer path for other states and shape the federal conversation around cryptocurrency regulation for years to come.
