City Council weighing impact fees, zoning changes, and a special election at its Wednesday meeting

The Apopka City Council will meet on Wednesday and close out the 2025 agenda.

Following public comment and approval of minutes, the council will recognize winners of the Foliage Sertoma Club Parade Awards, presented by Mayor Bryan Nelson. The evening’s agenda then moves into the consent agenda that includes interagency agreements, infrastructure-related easements, event approvals, procurement actions, personnel policy changes, and financial reporting

Among the notable consent items is approval of a memorandum of agreement between the Apopka Police Department and the Florida Department of Corrections, outlining coordinated efforts to monitor and apprehend offenders under community supervision. Council members will also consider a temporary grading easement along West Kelly Park Road, tied to ongoing roadway widening projects, and a lien satisfaction for Crossroads at Kelly Park Phase 2B, following completion of required improvements

The council will also be asked to authorize a permissive use agreement for the Apopka Birding Park, allowing the St. Johns River Water Management District to remove leftover concrete from the former nursery site at no cost to the city, as part of ongoing restoration efforts led by the Orange Audubon Society. In addition, council members will vote on street closures and an open container area for the City’s New Year’s Eve Fifth Street Ball Drop, scheduled for December 31

Under business items, council will consider adopting public facilities sponsorship policies and appointing alternate canvassing board members in connection with an upcoming special election. The agenda also includes a resolution calling for a special election to fill the vacant Seat 4 on the City Council

Several ordinances are scheduled for public hearing, including second readings on pension-related amendments, certified recovery residence regulations, and updates to police, fire, and parks impact fees. The council will also hear first readings on two major land-use items: a planned development rezoning for Ondich North, a 196-acre residential project near Ondich Road and State Road 429, and the Paulucci Acres Planned Development, which is expected to be continued until the January 7, 2026, meeting.
