Apopka's City Commission returns Wednesday with an agenda that blends personnel decisions, land-use proposals, infrastructure investments, and nonprofit funding, offering another glimpse into how the city's new leadership is balancing day-to-day governance with longer-term priorities.

The meeting begins at 6 pm. Wednesday, July 15, in the City Hall Commission Chambers. It follows a special 5:15 pm meeting in which commissioners are expected to establish the city's proposed property tax ceiling for fiscal year 2026-27.

The most anticipated item on the regular agenda is the expected ratification of Steven Montiero, better known to Central Florida television viewers as "Trooper Steve," as Apopka's next Public Information Director. The appointment would place the longtime public safety communicator in charge of the city's communications and public information efforts.

Child care proposal returns

Commissioners will also consider the first reading of two ordinances involving a proposed child care facility on Chandler Road.

The applicant is seeking a small-scale future land use amendment from Residential Very Low Suburban to Office, along with a rezoning from RSF-1A (Residential Single-Family Estate) to Office for approximately 5.12 acres at 4410 and 4420 Chandler Road. If approved, the changes would allow the construction of a child care facility. The proposal previously received technical review from the Development Review Committee.

Because both ordinances are first readings, no final action is expected on Wednesday.

CRA appointments under review

Another policy item would establish formal procedures for appointing members to the Community Redevelopment Agency Board.

The proposed ordinance creates a standardized process for future CRA appointments, an issue that has drawn increased attention following recent discussions about downtown redevelopment and the board's role in overseeing redevelopment projects.

Nonprofit grants and infrastructure

Commissioners are also scheduled to review recommendations from the city's Non-Profit Grant Program Selection Committee for organizations that applied during the April 2026 funding cycle. The agenda does not identify the recommended recipients, but those recommendations will be presented by Grant Administrator Precious Lewis.

On the infrastructure side, the commission is expected to consider awarding a construction contract for the Golden Gem Reclaim Water Pump Station, continuing the city's investment in utility infrastructure.

Another financial item would amend the current fiscal year budget before the city transitions into the FY2026-27 budget process later this summer.
