The Apopka City Council will consider ratifying Radley Williams as its permanent city administrator at its September 17th meeting.
Williams has served as interim city administrator since April 28th, 2025, following his work as the parks and recreation director, a position he has held since June 2022. In an interview with The Apopka Voice in August, he talked about how the interim city administrator position came about.
"I had a conversation with the mayor. He asked if I would step in and assist in that role," Williams said. "I felt I had a good rapport, a good relationship built with our department heads, and I was more than willing to help."

If approved, Williams will earn an annual salary of $187,571 under an employment agreement included in the council’s agenda packet. The agreement also provides standard city benefits, a monthly vehicle allowance of $800, and a telecommunications allowance of $200.
As city administrator, Williams will oversee and manage Apopka's day-to-day operations under the mayor's direction. His responsibilities include implementing city policies, supervising department directors, and ensuring efficient delivery of municipal services. The agreement gives him authority to appoint, suspend, or terminate employees, with the exception of the city attorney and city clerk.
Williams’ tenure in city government spans several years, and he has experience in leadership roles that include managing city parks, recreation programs, and community services. He stepped into the interim city administrator role following Jacob Smith's termination earlier this year.

Radley began his career as a Recreational Assistant in Lake Mary in 2004," he said. "He graduated from UCF in 2008 and received his Master’s degree from UCF in 2011. He rose in the ranks at Lake Mary to Assistant Parks and Rec Director before coming to Apopka. We hired Radley in 2022 as our Parks and Recreation Director, and in 2024, he took on the additional role of Facilities Coordinator as well. He began his new role as Interim City Administrator earlier this year and has hit the ground running, rolling up his sleeves and making a difference. He is a great communicator, not only with staff but also with the public. We are excited to see how far Radley Williams can take our city forward."
