MetroPlan Orlando is conducting two studies in Apopka: (1) the Rock Springs Road Study, and (2) the West Orange Trail Extension Study. These studies are expected to be completed in December 2022 and are being conducted in partnership with the City of Apopka and Orange County.

The Rock Springs Road Study will evaluate the safety and access improvements at the intersection of Rock Springs Road and Welch Road, and along the half-mile of Rock Springs Road from Welch Road to Lester Road. The study will also include an intersection analysis and evaluate realignment for the intersection of Sandpiper Street with Park Avenue, which includes considering the addition of sidewalks on the south side of Sandpiper Street from east of Park Avenue to Ustler Road (approximately 0.5 miles) and on the north side of Sandpiper Street from west of Park Avenue to Lake Avenue (approximately 0.24 miles). The Rock Springs Road and Welch Road intersection improvements and the Sandpiper Road realignment projects are included in the City of Apopka Comprehensive Plan.
These studies are being led by MetroPlan Orlando in partnership with the City of Apopka and Orange County. Both studies will coordinate and engage with community members, agencies, businesses, and government entities throughout the 22-month duration of the projects (March 2021 through December 2022) in order to guide project goals, provide support and feedback for alternative concepts, and share information about the recommended conceptual plans.
Two public information meetings will be held to solicit input from any and all interested parties that wish to actively engage in the planning process. Online surveys will also be used to get input. During this phase, the project team will collect information and data related to the existing conditions of the study area related to engineering, environmental, land use, traffic, crashes, transit, drainage, hydraulic, data and complete streets elements necessary to develop and evaluate a reasonable range of alternative improvement concepts. A future conditions assessment will be conducted to determine the impacts of planned development, population and land-use changes, and proposed transportation projects to the travel patterns and demand on the roadway facilities.
The project team will develop alternative improvement concepts and analyze the benefits and impacts associated with each improvement concept, as well as the no-build concept. Alternative improvement concepts will be presented at a Public Alternatives Information Meeting to gain input from project stakeholders. Results of the analysis will be documented in the study reports. The selection of recommended improvements will be made at the end of this phase.
Following completion of the alternative analysis, the project team will refine the recommended improvement concepts to finalize the major elements of the project. These refinements will include estimating the final recommended right-of-way limits, pond locations, cost, and other major features needed to advance the project to the subsequent design phase. The draft refined recommended improvement concept will be presented at a Public Meeting for the public to review and provide comments.
