We have all heard the adage; you can't beat death or taxes. Well, you can now add tolls to the list, despite an Apopka man trying a unique way to beat them.
Joshua Concepcion-West, 27 of Apopka, was arrested and charged with Petit Theft, and cheating or gross fraud. The charges don't sound all that unusual, but the way Concepcion-West pulled it off is a first according to police.
On January 11th, a Florida Highway Patrol trooper was traveling westbound on SR 408 in the left lane. Concepcion-West was in the right lane as he went through the E-Pass main line portion of the toll. The FHP trooper observed the license plate "disappear" on the vehicle. As he passed through and was approaching the merge lane from the cash lanes, he observed the tag "reappear". He stopped Conception-West and observed an unusual license plate holder.
The plate holder contained a roll-down cover that deployed when activated by a remote.
When triggered a second time, the cover lifts and exposes the tag.

“So for a $1.25 toll, he now has a felony charge,” said Sergeant Kim Montes, the Public Affairs Officer for the FHP. “And we want to let people know it’s not worth it. Pay the toll or don’t use the road.”
Concepcion-West was transported to the Orange County Jail. His car was towed to the Florida Highway Patrol facility on South Semoran Blvd.
