Taurus Group is the one that made out like a rose, by flipping the land so fast, after purchasing it from the city. I think it was about 2 days later, that they sold the 12 acres to Wendover, over double the purchase price from the city. Yeah....Wendover wanted a site that was highly walkable, and bikable, and near bus lines, near grocery stores, and other amenities. That is what they saw as great for their apartments. They didn't want to stick the apartments on the outskirts of the city, where there was nothing for their apartment dwellers to access. Got to keep in mind, both sides visions.
