As your Representative in Congress, it is my privilege to deliver this newsletter with opportunities for federal grants in District 10.

Grants are available to individuals, non-profit organizations, and state or local government entities.

As you may know, federal funding is extremely competitive and limited in availability. It is my hope that this newsletter will be a helpful resource for you in the grants process.

Recently Awarded in District 10

FEMA Hurricane Irma Project Grant – Department of Homeland Security

Recipient: Orange County Fire Rescue

Award: $1,078,833

Description: This grant will fund the Orange County Fire Rescue Department wind retrofit project located at 6590 Amory Court, Winter Park, FL 32792. The proposal is to remove all existing storefront glass, doors, and frames, and replace them with impact rated glass. The project also includes the removal of exterior hollow metal doors and replace them with impact rated hollow doors. In addition, the project will cover areas with impact rated screens, where vents are located. Wind protections shall be provided on any other opening such as vents, louvers and exhaust fans. All installations will be in strict compliance with the Florida Building Code or Miami Dade Specifications, and all materials will be certified to meet wind and impact standards. The local municipal or county building department will inspect and certify installation according to the manufacturer specifications. The project shall provide protection against a 149 MPH winds or the wind speed protection and impact requirements indicated by the effective Florida Building Code at the time permits are issued. This award is pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

HIV Emergency Relief Project Grants – Department of Health and Human Services

Recipient: Orange County Government

Award: $10,086,333

Description: This grant awards funds for the Ryan White HIV/AIDS Program (RWHAP) Part A HIV Emergency Relief Grant Program. The RWHAP Part A program funds provide direct financial assistance to an eligible metropolitan area or a transitional grant area that has been severely affected by the HIV epidemic. Grants assist eligible program areas in developing or enhancing access to a comprehensive continuum of high quality, community-based care for low-income individuals and families with HIV through the provision of formula, supplemental, and Minority AIDS Initiative funds.

Health Center Cluster Grants – Department of Health and Human Services

Recipient: Community Health Centers of Winter Garden

Award: $8,584,436

Description: This grant awards funds for community-based and patient-directed organizations that deliver comprehensive, culturally competent, high-quality primary health care services. Health centers also often integrate access to pharmacy, mental health, substance use disorder, and oral health services in areas where economic, geographic, or cultural barriers limit access to affordable health care services. Health centers deliver care to the Nation’s most vulnerable individuals and families, including people experiencing homelessness, agricultural workers, residents of public housing, and the Nation’s veterans.

HUD Continuum of Care Grants – Department of Housing and Urban Development

Recipient: Homeless Services Network of Central Florida

Award: $6,330,492

Description: The Continuum of Care Program is designed to promote community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

Award: $738,105

Modeling the Effect of Workplace Social Distancing Measures in Reducing Influenza Transmission – Department of Health and Human Services

Award Ceiling: $350,000

Application Deadline: March 19, 2019

Description: The purpose of this project is to conduct research that describes individual social contact and mixing patterns in workers in non-healthcare work settings in the United States. The goal is to have a better estimate of social contacts in workplaces to support the development of prevention and control strategies for reducing or slowing the transmission of pandemic influenza.

WaterSMART Grants: Water and Energy Efficiency Grants for Fiscal Year 2019 – Department of the Interior

Award Ceiling: $1,500,000

Application Deadline: March 19, 2019

Description: The objective of this funding opportunity is to invite states, Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on projects that seek to conserve and use water more efficiently; increase the production of hydropower; mitigate conflict risk in areas at a high risk of future water conflict; enable farmers to make additional on-farm improvements in the future, including improvements that may be eligible for Natural Resources Conservation Service (NRCS) funding; and accomplish other benefits that contribute to water supply reliability in the western United States.

Laura Bush 21st Century Librarian Program – Institute of Museum and Library Services

Award Ceiling: $1,000,000

Application Deadline: March 20, 2019

Description: The Laura Bush 21st Century Librarian Program (LB21) supports developing a diverse workforce of librarians to better meet the changing learning and information needs of the American public by: enhancing the training and professional development of library and archives professionals, developing faculty and library leaders, and recruiting and educating the next generation of library and archives professionals.

Automated Driving System (ADS) Demonstration Grants – Department of Transportation

Award Ceiling: $10,000,000

Application Deadline: March 21, 2019

Description: USDOT is soliciting applications for an Automated Driving System (ADS) Demonstration Program to fund planning, direct research, and demonstration grants. USDOT intends to offer up to $60,000,000 total in Federal funding to fund multiple demonstration projects that test the safe integration of automated driving systems into the Nation's on-road transportation system.

2018 Staffing for Adequate Fire and Emergency Response (SAFER) – Department of Homeland Security

Award Total: $350,000,000

Application Deadline: March 22, 2019

Description: The Department of Homeland Security’s (DHS) Fiscal Year (FY) 2018 Staffing for Adequate Fire and Emergency Response (SAFER) Program is designed to strengthen the nation’s ability to respond to fire and fire-related hazards and improve the nation’s overall level of preparedness. The SAFER Program is composed of two activities:

Hiring Activity is to award grants directly to volunteer, combination, and career fire departments to help the departments increase the number of frontline firefighters in the fire department.

Recruitment and Retention of Volunteer Firefighters activity is to create a more favorable working environment for volunteer firefighters to encourage current volunteers to continue with their volunteerism as well as entice new volunteers to join.
