Arrest Warrant: Anderson Identified by Witnesses at Crash Scene

Two witnesses at the scene of an April 5th crash on State Road 46 in Lake County identified Richard Anderson from a photo lineup as the person they saw next to the pickup truck he owned shortly after the truck collided with another vehicle, according to the Florida Highway Patrol's Arrest Warrant and Affidavit of Probable Cause.

Anderson, Apopka’s former Chief Administrative Officer, now a lobbyist/consultant turned himself in to the Seminole County Jail yesterday on a Lake County arrest warrant according to a spokesperson for the FHP.

All three witnesses - Matthew Moore, Edwin Vasquez and Janae Okonewski described the suspect as a white male with white hair and glasses. Moore and Okonewski were able to positively identify Anderson from a photo lineup of six males all similar in age, race and appearance.

It was also released in the warrant that the victim Michael Falcon suffered a concussion, a collapsed lung, a fractured sternum, two broken fingers and a broken metacarpal among other injuries. Falcon has filed a lawsuit against Anderson for the alleged hit-and-run incident in April.

The arrest warrant says that three calls were made to 911 in relation to the crash - Moore, Vasquez and an unknown female who passed by the crash after it occurred. Anderson did not place a 911 call.

Anderson faces five charges - (1) leaving the scene of a crash with serious bodily injury, (2) leaving the scene of a crash with property damage, (3) reckless driving with serious bodily injury, (4) reckless driving with property damage and (5) tampering with evidence.

Despite the arrest, Anderson has not resigned his role as Lobbyist/Consultant for the City of Apopka.

The Apopka City Council is slated to discuss Anderson's contract today in its 1:30 PM meeting.
