Public meeting on new Errol development scheduled for July

Apopka city staff are reviewing a proposal from Signature H Property Group to build homes, amenities and an assisted living facility at the Errol Estate community. On Wednesday, their plan went before the City’s Development Review Committee, a panel of representatives from various city departments. The discussion lasted only a few minutes, but staff will provide feedback on the proposal to the developer. After review by the DRC, the plan goes to the Apopka Planning Commission for a public meeting scheduled for 6 p.m. July 25th at the VFW/Apopka Community Center at 519 South Central Avenue.

The entire project includes:

A redesigned championship golf course

A 15,000 square foot clubhouse with restaurant

A boutique lodge hotel

A two-acre water park

Outdoor parks and trails

264 new residences

A resort-like Adult Living Facility

The land-use plan also must be reviewed by the Florida Department of Economic Opportunity and other Florida agencies for consistency with state planning policies. In all, the project proposes about 260 homes, an assisted living facility, amenities, parking and road improvements.

The Apopka City Council likely will meet in August to discuss transmittal of the land-use plans for review by state officials.

Lewis Smith and Robert Goff of the Errol Estate Property Owners Association sent a letter to David Moon, the Planning Manager for the City of Apopka, prior to the DRC's Wednesday, June 21st meeting. Smith is the EEPOA President and Goff is the Vice President. In the letter, they made several recommendations.

Among them were:

A six-foot-tall barrier wall must be constructed by the developer adjacent to all existing residential properties wherever a roadway, right of way, or new residential development abuts up to the rear of the existing residential

The wall must be constructed of red brick to blend with the existing wall within Errol communities.

The walls (both sides) are to be the property of Staghorn or the new residential developments and are to be maintained/ and kept in good repair by their

All parks, playgrounds, open space, and pavilions are to be the property of Staghorn or new residential communities identified in the site plan and shall be maintained by them in a manner that will not harbor predator wildlife and/or indigents or become

Each residential housing development created shall be required to become a member of the Errol Estate Property Owners Association. The Association will enter into a binding agreement with each individual developed community as to the level of service that will be

The City of Apopka will require the developer to conduct appropriate traffic and pedestrian studies to assess the increased risk to pedestrian traffic on Errol Parkway and other existing roadways resulting from this development. The City will require the developer to take the appropriate corrective action to reduce any identified risk.

Sidewalks are not provided by the City on Errol Parkway and Lake Francis Drive.

The Developer has agreed to move into the community to provide and oversee the project management throughout the completion of the development. It should be written into the final development plan that all designated developments proposed by the developer in Errol Estates cannot be sold to an outside development company without reopening the land use change for this development.

On March 31st, 2017, Signature H submitted their Planned Unit Development Master Plan to the City of Apopka.

“It’s taken time, but getting this right for the community and the city was paramount,” said Helmut Wyzisk, Jr., Managing Director for Signature H Property Group back in April. “The plan was developed to celebrate the rich history of Errol Estate while positioning it to become a landmark in this growing corridor. If all goes as planned the rezoning will be approved in August and construction will start in November. We expect to keep the current golf course open until October 2017.
